Piers, Piers and More Piers
For more than 70 years, some piers have been required
to get a state review to assure they don't present a safety hazard,
harm critical fish habitat, or interfere with recreation. Two years
ago the Wisconsin Legislature passed a statute creating a pier permitting
process and directed the DNR to write administrative rules (NR 326)
to administer the statute. This past December, after considerable
public input, the Natural Resources Board adopted final revisions
to NR 326. The adopted rules were awaiting legislative review before
they would go into effect, which was expected to be in spring 2006.
The State Assembly then introduced legislation called AB 850, which
would change the pier regulations in Wisconsin Statutes. This is
a separate action from DNR's work on the NR 326 pier rules. This
bill may now be considered by the State Senate.
